The following documents govern the relationship between OBDPORTAL BV and its customers. In the event of any conflict between documents, the order of precedence is as follows:

  1. Mandatory provisions of Belgian and European Union consumer protection law;
  2. The Terms of Service and Sales Contract;
  3. The Refund and Return Policy;
  4. The Shipping Policy;
  5. The Privacy Policy.

Any other page, document, or older version of a contract published elsewhere on this website or on third-party sites is superseded by the documents listed above and has no contractual effect.

4. Prices and VAT

Prices shown to consumers established in the European Union include Belgian VAT at the applicable statutory rate. Prices shown to customers established outside the European Union are exclusive of VAT; such supplies are zero-rated as exports or as supplies outside the scope of EU VAT. Import duties, import VAT, customs charges and any local taxes payable in the country of destination are the responsibility of the customer.

Business customers established in an EU Member State other than Belgium who provide a valid VAT identification number may be invoiced under the reverse-charge mechanism (Article 196 of Directive 2006/112/EC).

All content on this website, including text, images, logos, product designs, software, database structures and documentation, is the property of OBDPORTAL BV or its licensors and is protected by copyright, design right, trade mark law and, where applicable, patent law. No part of it may be reproduced, distributed, communicated to the public, adapted or used commercially without the prior written consent of OBDPORTAL BV.

6. Out-of-court dispute resolution

If you are a consumer and you have a complaint, please contact us first at contact@obdportal.com. We aim to acknowledge complaints within 5 business days.

If the complaint is not resolved to your satisfaction, you may submit it free of charge to the Belgian Consumer Mediation Service (Consumentenombudsdienst / Service de Médiation pour le Consommateur), North Gate II, Boulevard du Roi Albert II 8 bus 1, 1000 Brussels, Belgium – contact@consumerombudsman.be – www.consumerombudsman.be. Cross-border complaints within the EU may also be directed to the European Consumer Centre Belgium (ECC Belgium), www.eccbelgium.be.

Consumers may also address a report to the FPS Economy Consumer Inspection Service via www.economie.fgov.be. OBDPORTAL BV is not bound by, and has not committed to, any particular alternative dispute resolution body, without prejudice to your statutory rights to bring proceedings before the competent courts.

7. Regulated and restricted functions

Certain diagnostic and reprogramming functions offered through the OBD Portal software affect vehicle systems that are subject to type-approval and roadworthiness legislation, including Regulation (EU) 2018/858 and Regulation (EC) No 715/2007. Such functions are not sold, supplied or licensed for use on vehicles operated on public roads within the European Economic Area or the United Kingdom. See Article 13 of our Terms of Service. It is the customer's responsibility to ensure that any procedure performed complies with the law applicable to the vehicle and its place of use.
